Enhancing employability and skills development in Libya

The Challenge
Expertise France, an international development agency was proposing a programme to overhaul the employability ecosystem in a North African country, with a substantial budget allocated over a multi-year period. Their funders, the European Commission, expected a comprehensive and well thought out strategy proposal with detailed implementation plan in order to release funding. The agency turned to us to refine and stress-test their draft ideas before sharing with their funders.
What We Did
We began by analysing the broader context, examining ongoing events in the country, key stakeholders, political dynamics, geographical factors, economic conditions, and past interventions.
Next, we carefully reviewed all provided materials, seeking out patterns and correlations acrossvarious work-streams while pinpointing potential synergies and areas for enhancement.
Subsequently, we drafted a set of tangible recommendations aimed at enhancing the proposed programme, particularly focusing on:
Refining national employability strategy
Aligning national and regional employability programmes with market demands.
Implementing strategic governance practices at the ministerial level.
Engaging both the public and the private sector in shaping vocational education and curriculum.
Leveraging digital technology to support labor market integration.
Commitment to gender inclusivity and empowerment.
Finally, we facilitated collaborative sessions with agency stakeholders to elucidate our proposal recommendations and secure their buy-in.
Outcome
The funding proposal was praised by government partners in Libya, and funding of €7.15 million was approved by the European Commission.
