The Challenge
In response to legislative changes aimed at enhancing labour market flexibility and security, the Swedish public employment service (Arbetsförmedlingen) and Chamber of Commerce (Kammarkollegiet) initiated a tender for transition and skills support services. The targeted workers not covered by collective agreements, mainly those working in a gig economy, aiming to provide them with career guidance, retraining, outplacement services, and helping them secure new employment. The proposal we led was expertly designed to align with the stringent requirements set forth by the government agencies.
What We Did
To ensure a compelling and credible proposal that inspired confidence, we focused on showcasing our deep understanding of the challenges and the specific needs of the target group as well as the demands of the job market and skills that employers were seeking. Key elements included:
Service Design: The service model was designed to be flexible, accommodating both physical and digital delivery. This approach ensured accessibility and convenience for the participants, most of whom were expected to find new employment within 12 months.
Digital Delivery: Recognising the importance of digital solutions, the proposal emphasised a robust digital delivery framework. This included secure remote meeting capabilities, online learning resources, and digital support system to help those lacking digital skills, improve their digital literacy.
Resource Allocation: The proposal outlined a strategic deployment of resources, including strategic partners to support varying service demands. Existing infrastructure was leveraged to optimise costs and enhance service delivery efficiency.
Pricing Strategy: Given the procurement’s emphasis on cost, the proposal featured a competitive pricing structure. This strategy was underpinned by detailed financial analysis and risk mitigation plans, ensuring sustainability and efficiency.
Outcome
The government agencies awarded the tender to the proposal led by us. The successful bid was attributed to comprehensive service design, robust risk management strategies and its competitive pricing. The awarded framework agreement positioned the winning team to effectively support the targeted workers, enhancing their employability and career prospects during periods of transition.
